Before more careers opened to intelligent women, they stereotypically became teachers, nurses or social workers. The able and ambitious graduate nowadays does not want to be stuck in the bureaucratic swamps these professions have become. Solution? Probably to discourage those least likely to raise socialised, engaged children from breeding. How about a life subscription to Sky with an ipad thrown in as motivation for permanent sterilization?
