Head of service is a Chief Inspector Moorhouse Everett, who has overall responsibility for the procedures and civilian staff. Clerks process the speed camera images and initiate checks with DVLA to ensure registration numbers correspond with the vehicle descriptions. In this case, staff appear to have neglected that procedure.<br /><br />When I telephoned today, a clerk was less than helpful but she did confirm that once a fixed penalty notice was issued by the office, the onus was on the registered keeper to contact them so that the process of more checks and form filling could continue.
