It isn't until you click on the link that you realise that the minister actually received hate mail.
And he isn't a refugee who happens to be a minister either...
*sigh*
Nice bit of pedantry! But that's the beauty of English newspaper headlines. Most words can be nouns and verbs, active or passive, and sometimes adjectives as well.
