Maybe whoever it is is just driving out and doing that to miss the speed bump.
One of our local supermarkets had speed bumps on the out gates and everyone drove round them if they could. When they expanded the parking those speed bumps were removed.
Aww c'mon, that's a bit harsh. The place was empty.

This is a particularly bad supermarket for people just leaving their trolleys where they are, blocking all the spaces, too.
