Seems To Me There’s A Simple Answer To This…

Moray Council is expressing disappointment after the refusal of a Sheriff to grant an anti-social behaviour order against a dog owner. The Council sought the order following complaints from neighbours over noise disturbance from a pack of 47 German Shepherds owned by Andrew Debidin at Rothiemay.
Mr Debidin had moved to Rothiemay, near Keith, with his dogs in 2006. People living nearby subsequently claimed that their quality of life had been affected by dogs barking through the day and night.
You’d think it’d be an open and shut case, wouldn’t you? Especially since, as the ‘Mail’ tells us, this guy has form:
The reclusive 58-year-old already has a history of owning noisy dogs and was jailed and banned from keeping the animals in England.
The former Vidal Sassoon hairdresser moved to the plot near Rothiemay, Moray, early one morning in 2006 after fleeing from Ardersier, near Inverness, when Highland Council won an Asbo against him.
But you reckoned without that pernicious threat to civilisation, the Human Rights legislation.
However, this week the Sheriff, Susan Raeburn, dismissed the Council's bid and allowed Mr Debidin to keep his dogs after saying that there was no justification to interfere with his "family life".
The Sheriff also questioned why public time and money had been wasted in bringing the case.
Because the law had served to protect the neighbour’s rights to family life free from excessive noise before, and no-one ever imagined it wouldn’t do so again.
Councillor Wright said: “I am disappointed with the sheriff’s ruling and, quite frankly, find it difficult to comprehend
“For the sheriff to talk about a lifestyle that centres on a man being the leader of a pack of 47 large dogs and that his human rights entitle him to that lifestyle whatever the effect on neighbours is, for me, a clear demonstration of what is wrong with human rights legislation."
Oh, that ‘simple answer’?

Well, it’s very simple – move Mr Debidin and his baying pack slap bang next door to Sheriff Raeburn!

He’ll be back in court before you can say ‘Down, boy!’…

    47? 47 great big sod-off dogs? How the hell does he feed that lot? I would have thought the noise of them barking would have driven HIM potty, let alone the neighbours; mind you, in his case that would be a short drive!

    Since he seems to be able to buy property in the areas he moves to with apparent ease, I can only assume he's a wealthy eccentric.
