Osprey tail feathers exhibit very distinctive, eagle-like white/dark cross flecks and a mainly white head. Seen from the underside, the wings are scaly white with black tips. Absent from your photo are the typical longitudinal streaks...but maybe it's an old has-been.
A very poor photograph makes the mistake understandable.

Leotards are quite commonly noted, though.
