The police spokesman said officers were able to identify the owner of the dog and an investigation which will include police "specially trained in dog legislation" is under way.
The dog has been taken by police to kennels at an undisclosed location.And at the taxpayer's expense. Of course.
'Specially trained'. I believe the current venue for this 'three week course' is the Hotel Melia, Magaluf, Julia. You know, the one with the private beach for you-know-what nocturnal liaisons and wild parties. All Mr Plod is required to do is attend and try to stay awake during the day...no hard work or examinations!
ReplyDeleteIf dog legislation is so complex that plod has to be specially trained then how can we expect Joe Public to understand it. Especially considering the educational state of the country.
ReplyDeleteSo much for ignorance of the law is no excuse, unless you are Plod. Another example of why we need a bonfire of our legislation.
The best bit is that dog law isn't that complicated. Seems like Plod school is churning out box tickers now and not really training our next generation of Plod in the law. Gawd help us.
As someone who retired from the police some 8 years ago all I can say is people must be rather dull if it has taken them this long to realise that most legislation, and particular a lot of the legislation written in the last 25 is really not very good. Lawyers, in my experience, do not like straightforward, clearly written legislation, their preference is for legislation that can be interpreted in many different ways. If a group of QC's can spend days arguing over how legislation can be interpreted then someone outside the legal profession has little chance of understanding what is going on.
ReplyDeletePolice training has been cut to the bone. Training was 16 weeks residential when I joined in the mid 70's with 2 days continuation training every four weeks and a pass fail exam. In the 80's it was, I believe, increased to 20 weeks residential. Now? Non -residential training as residential training was deemed to be discriminatory. Police training centres sold off for housing. New recruits have to obtain a 'certificate of knowledge in policing' prior to joining. I believe the met no longer provide training in criminal law. The training for the CKP is delivered by private suppliers. Add to that continuation training delivered by an e-learning package that is universally reviled and I believe you have a recipe for a lot of trouble. Still I'm sure you can all do better so why not join as a direct entry special constabulary DC?
I do agree that legislation should be regularly pruned, but no chance of that.

Anonymous above, when the Dreaded Blairs occupied Downing Street I was worried that there were too many lawyers drafting laws. Major Law firms now have teams in place at most government departments. We don't stand a chance.
