Or an inside job. Surprised Russia is admitting that the Ukraine can send special forces into the middle of Moscow for a few weeks then arrange a car bomb and then presumably leave the country - would surely be a cause to create panic.
Apart from the Ukrainians or the lettered agencies one possibility could be that this is the result of internal opposition to Putin from within Russia. Someone who has a lot to lose by Putin continuing as he is might be behind this.
Far more likely to have been one of the infamous 3 letter agencies.
