My cat has a habit of urinating and defecating in public also, (although she buries it, unlike Bristol residents) I wonder of Mr Tomcat was in Bristol recently ? the police need more cat litter with their riot gear for these charming individual. I see one has already been revealed as a favoured child of a top civil servant in the court system, whose father was reluctant to comment when asked about his child's wonderful picture standing in front of a burning police van with a fag hanging out his mouth. One for the family album no doubt.
