I think they may be concerned about a matter that has been troubling Mid Sussex CC. The owner of a plot of land has been trying to get 'permission' for a travellers' site for many years.

Perhaps - Essex CC have been considering a case that has been trundling on with Waverley District Council (Surrey)for several years.
One Bill Newland owns a piece of land, and wants to make it a "Traveller's site (It already has a number of caravans on it, which they have been trying to get removed, and various Court actions have not been complied with )

Don't forget to invite the RSPCA to take care of the animals and mount any prosecutions if required.
The RSPCA has got pots of money - they make the EHRC look like paupers - so they could finance nearly all of this as a matter of animal welfare.
This will be a beneficial event. And for those who haven't any permission, they will be banned. And I think this will be a huge cost on the corporation.

Not being a pikey, I have to pay for my own home.
The price is high but the cost of not taking this action would be higher. Once the 'travellers'realise that they can blackmail the system by weight of numbers, the same thing will begin to happen everywhere.
