It also backed "online crime maps" across England and Wales and teams of "community champions" - people in each area who are "equipped with the skills and know-how to play a stronger role in tackling crime".

Weren't these sort of people once organised and called the Police Force?
Indeed.
But you can't leave it to an organisation these days, that's not modern enough.
You need 'the community' to get involved. That's how you know you are 'doing something'...
