It is believed he was in the care of his parents at the time - both of whom are believed to have convictions for drug-related offences.Might that be what you call, in law-enforcement circles, a 'clue'..?

Of course the aren't, Dippyness, you wicked and heartless beast! These poor defenceless parents are victims of Capitalism as in a JUST SOCIETY they would have all the resources they require. That would include treatment for the drug addiction for which they are IN NO WAY responsible, and social services workers would ahve cared for the baby whenever they found it convenient. But the babby wouldn't have been taken into care because the parents were VICTIMS of SOCIETY you know, not like those parents who allow CHOCOLATE in their children's lunchbox who are pure EVIL, and in any case it's TORY CUTS that are to blame.
Was it the tasering of the drug addled parent thacaused the drowning, water and electricity are a nasty combo y'know!
Cops are actually much more interesting when they move from inability to put two and two together and move to paranoid fantasy, convicting people for murders that were suicides, discovering ritual abuse rings based on children's fantasies and hiring mad forensic experts to teach juries not to pay attention to what their eyes can see.

Not sure that it would help. Aren't drugs just as easily obtainable in clink?
Am a little surprised that, despite their eagerness to take a child into care if the mother is a little bit dim or a little bit too stroppy with the medicos, they seem to be happy to leave one with two druggies?
