Largely irrelevant, but is the attacker really 22?
He arrived in 2020, which would mean he was almost certainly admitted as a minor, with all the advantages and preferential treatment that confers. Once the authorities accepted a notional date of birth, that would establish it for legal purposes from then on and, as your previous posts have shown, the judicial dice seem to be weighted on the side of the migrant when it comes to assessing age.
(I may be cynical, but our area had a trial where all six defendants - five Africans and an Eastern European - were described as being between 18 and 21, having apparently begun orchestrating extensive grooming and exploitation of minors via social media six years earlier, when the eldest of them was only 15 - on paper, at least).
The loudest and most frequent sound of all - the stable door being closed after the horse has bolted.
Police persons patrolling after an event are just a Public Relations exercise to dodge blame, in my opinion.
