He was told that Blackburn with Darwen Council now charges up to £30 to replace bins due to budget cuts.
Coun Faryad Hussain said: “We always advise people to bring in their bins as soon as their rubbish has been collected, or to ask a neighbour to do it for them, due to the possibility of vandalism."Excellent! Just what a pensioner or disabled resident can manage, I suppose?

If the bins are the councils then they are their responsibility, can't have your cake and eat it!

Of course - no 'vandal' would ever set fire to a bin - or kick it over - whilst it was still FULL.
We own it, but you pay for it.

Our council considered the very same proposal but it was binned.
