The judge's comment "I am just persuaded I can suspend that sentence" is rather worrying. The way I read that is that the judge wanted to suspend the sentence and found a way to do so, not that he was persuaded that he ought to do so in the interests of justice.

If they'd turned up and slotted him, it'd have been his own fault.
And we wouldn't have lost anything, I suspect.

Of course, I've not served in an armed career since leaving Africa, so maybe it's common over here too.
