To be honest though, it does sound as if the artist David/Steve/Jack/Norman Haslam does have some mental problems although what these are, are not specified. Some people do actually buy the pictures and praise them though.
A merited prize to acknowledge an original Artistic talent. Perhaps he is black, a local government employee and/or part time cyclist, JuliaM?
Looks like something produced by someone at a junior school or even a very artistic chimp maybe.If I produced that I'd be hiding it in the recycling until it was picked up.
The "ahem" artist might have used paper he hadn't wiped his backside on first.
