Blimey! No wonder we're in the deep stuff if that's what they're paying.
Far be it from me to cast aspersions, but one wonders if this could be a nice little earner for our travelling friends? Set up a legit company to bid for the work, then as they have a limitless supply of mistreated horses, let them out at regular intervals, resulting in much work for the company set up to collect them, and dispose of them for free. £££ all round!!!
