So, they've got £1.9 million without knowing what exactly they are going to spend it on? I dunno, but I would have thought a better, more accountable, way would be to start with a costed list of improvements, in priority order, and then seek funding for them?
How can they be awarded the money without knowing exactly what they are going to spend it on? They should be made to do detailled business plans, like anyone in the private sector needs to do if they're asking for money
But this is only taxpayers dosh, right?
