Huh? So if you run a pedestrian down in a bog standard Ford Escort you'll be treated more leniently than if you did it in one with a nitrous injection kit?

The laws already exist: it's apparently too much bother to enforce them.

Mow down a small child on a pedestrian footpath and flee the scene of the accident ? Oh, well "intent" very much matters. Watching a gathering later deemed to be "right wing demonstration". arrest and jailing, "intent" doesn't seem to matter at all. In fact authorities are quite pleased and boastful that intent will not be a consideration for prosecution. Multi-tier policing ? No such thing apparently.
