They're not scare quotes in this case, but actual quotes. The Guardian, who would never use a word like disability, is quoting someone who did.
In PC world, there aren't any disabled people: there are only disabilities with people. Or something.

Yup, I think you are right. Never quite understood that - if you are blind, you are blind. It's just a fact.
