I would take it a step further and just have store security take the scrotes round the back and fill them in. No need for police, courts or prisons at all
This has to be one of the most stupid things that I have read since, well yesterday probably. Making the victims pay the criminals for their "rehabilitation", effing batshit crazy. I think that if I had a store, the basement would be set up so that anyone caught theiving would get to star in their very own BDSM video.
