No, I approve.
Let's be honest, it's guaranteed any 'licensing' will be to (mostly) ensure they get to charge and make money out of the usual scam, but partly to ensure a 'diversity' of such walkers.
I look forward to hearing about sundry perverts, weirdos and minority dog-walkers being mauled by the local scrotes weapon-dogs(less so the mentally ill and disabled they'll also throw under the bus). It's just a pity the local councillors aren't required to deal with the issue ... personally.
Unless of course they mean "licensed to carry a 12 bore" (if only!) I suspect we'll see just that.
