CCTV shared with police from the day of Widdecombe’s death showed a man leaving a Rotherham address linked to the suspect at 7am and driving off in a Vauxhall Corsa, the Times reported.

Cut them a bit of slack - it's the Devon & Cornwall Constabulary, the force which considers 'serious crime' to be shoplifting 2 or more pasties.
For one of the D&C officers to get the rare chance to spout in front of nationwide cameras is too good to pass up, so they'll approach it vomiting whatever words spill out, neither knowing nor caring about their impact. When your world-view is limited to the hard shoulders of the A30, that's what you get.
Terror? That's the state of worry that you won't get your pasty back to the station while it's still hot. Terrorism? That's what the seagulls do if you're stupid enough to eat your pasty anywhere near the coast.
