Must Be A Trick Question....

After all, they are both cyclists!

The rider of the second bike, who had been travelling quickly down the cycle route, does not see the first commuter pull out from behind a parked van until it is too late.

Wouldn't have seen anything in time to stop, so thank god it wasn't a pensioner or child...

Maybe they can claim on each other's insurance?

They are cyclists, so neither. Some blame might accrue to whitey if the other cyclist is black, Asian, psessed of a cervix, LBGT+, Mong or otherwise of a group with protected characteristics ...

Probably both of them at fault, but mostly, about 90%, the one cutting the corner and going the wrong way, just the same as if it were two cars colliding.

By the way, a cyclist "going quickly" is doing about 15 to 20 mph, a driver at the same speed is going slowly.

Well there are cars parked nearby so just blame one of the registered keepers. After all, being on a pushbike means total innocence for everything whatever universe, astral plane or alternate reality is involved.

Who gives a shit? Neither of those unregulated non-payers should be on the tarmac anyway, I'm just glad no innocent cars or pedestrians were harmed.

Seriously?

It's obviously Climate-change, big-oil/tobacco, systemic-racism and of course the patriarchy. Jeez, it's all there in Black and 'Oppression' (the colour formerly known as ...[I can't type it in case I get banned, othered, swatted and excluded from my soy-clatch and safe-space, you haters]'.

Was there a motorist anywhere near? If so, it's obviously their fault, then.

Oh, yes, undoubtedly.

"It's obviously Climate-change, big-oil/tobacco, systemic-racism and of course the patriarchy."

Of course!

Only parked, but maybe that doesn't matter?
