They are cyclists, so neither. Some blame might accrue to whitey if the other cyclist is black, Asian, psessed of a cervix, LBGT+, Mong or otherwise of a group with protected characteristics ...
Probably both of them at fault, but mostly, about 90%, the one cutting the corner and going the wrong way, just the same as if it were two cars colliding.
By the way, a cyclist "going quickly" is doing about 15 to 20 mph, a driver at the same speed is going slowly.
Well there are cars parked nearby so just blame one of the registered keepers. After all, being on a pushbike means total innocence for everything whatever universe, astral plane or alternate reality is involved.
