What's The Point Of The ASA..?

 On Wednesday, this appeared:


Tweeters were quick to point out this is utterly false - a six month extension was granted. 

So why is the Royal Mail's social media account propagating false information (it was still up Thursday morning)? And why is the Advertising Standards Authority not involved?

Are stamps necessary in this day and age? I ask that because over here in France one can buy a pack of pre-paid envelopes for use in the country and territories, overseas do require a stamp which is usually printed out at the post office after they have weighed the letter (the weighing and printing of the stamp is one machine).
