The head count would probably stop them coming away with more children than they arrived with, but doesn't necessarily mean they're leaving with the same children they brought.

I drive through part of Laindon occasionally. Very fast, with the windows wound up and the safety locks engaged...

That might be an advantage though. Maybe their OFSTED rating would go up, instead of down, if they kept the ringers? ;)
