Mixed Messages

In Welsh schools, it's strictly 'No touching':
Mrs Quince's stance was supported by Julie Barratt, director of the CIEH in Wales, who said: 'There is a concern about teachers not being willing to touch children because of being accused on (sic) inappropriate behaviour.'*
Yet in Dorset schools, it's positively encouraged:
A school has sparked controversy by getting six-year-old pupils to give each other daily body massages to help their well-being.

Youngsters are spending up to 15 minutes a day after play or lunchtime rubbing and touching fellow pupils' shoulders, backs and arms.
Is the heat getting to everyone in the educational establishment..?

Individual's power, and responsibility?

I think the UK is not heading the same direction.
