Had two others been named "Curly" and "Larry" there would be leaked briefings to the media within minutes. Nowadays they will supress any information "for community cohesion reasons" not realising that most of the public are quite aware what their silence means.

I'd say that there's a fair chance that this is Bearded Savages. The location, one where the Bearded Savages have exploited girls before is a clue. The reason for not naming might be malevolent in that the police are trying to hide how many Bearded Savages are raping their way through Oxford. It might on the other hand be quite innocent in that there are linked trials and naming people charged at earlier trials may compromise the fairness of later trials. The sad fact is that these days we sometimes can't tell the difference between the police following the instructions of the law or pandering to Bearded Savages by hiding their names.

I can never work out this "social cohesion" stuff.

If it truly exists, you don't need to make allowances for it nor even make any mention of it. Social cohesion works because there is, um, social cohesion. It is complete unto itself, as it were.

But if it doesn't exist -- and in Britain today it doesn't seem to exist much, thanks to the policies of various governments -- it has to have a special case made for it, has to to be 'protected' and can even act as an excuse for not doing anything.

'Social cohesion' is a bit like the emperor's new clothes: everyone professes they can see it even when it isn't there.
