PC Phil Tuck, who is investigating, said: “The owner is distraught about the loss of her beloved pet and we are doing everything we can to trace the dog owners, with support from colleagues at Hertsmere Borough Council.” He added: “Fortunately incidents like this are very rare.”…so which one is it, Phil? Or are you just parroting what you are told to say about crime by your superiors or your PR wonks?

What do you expect him to say? Ask the PC how many similar cases he has dealt with in the last 12 months and it is probably just this one. Therefore it is rare.
Just because you trawl the web for similar cases does not mean it is more than 'rare'.
What do you want him to say....'for gawds sake people lock yourself in your houses. Everywhere and all the time there is likely to be dogs attacking other dogs... saw 25 cases of it on my way to get the morning paper'?
In my 50 years i have never seen a dog attack. I must be rare.

These days? I expect him to say what he did say.
But then, these days, I expect the police to lie to me.
It wasn't always thus.
