In a country as large and diverse as the UK, there will always be some areas that buck national trends. Perhaps you are unlucky. But before you take a radical, Tebbit-esque approach to finding a safer area to live, bear in mind that even in Cumbria 376 bicycles were reported stolen last year.Gosh, stolen bicycles! So much better than rapes, muggings & stabbings.

If you take off the number of thefts by guests in Sentreparks from each other, possibly for insurance purposes, and the van driving scouse daytrippers to Whinlatter, actual numbers of Cumbrians stealing bikes from Cumbrians will be a tiny few.

The correlation between crime and plod numbers has happy implications. If we are to believe that crime numbers have fallen (following a significant reduction in plod numbers) one may argue a total cull of the 'educatid' is paramount to social and economic well-being.
Lawnmower thefts are through the roof in certain backward northern towns apparently.

You are missing the point of the bike comment.
Norman Tebbitt said that his father got on his bike to look for work and implied that the unemployed should emulate his father rather than just relying on the state to provide.
The author is saying that even if you do this there is no guarantee that you will escape crime as it is everywhere.
