I think the humorous possibilities are overshadowed by the totalitarian implications of it all:

We can all make changes to our behaviour and our services to create a safer and more inclusive society for people with dementiaI can't be the only one who hears an implied 'Or Else' in that last line.
I am very surprised that there hasn't been an in-depth investigation of the area by health and safety and the DoD.
There has to be something in the air or water that turns what should be normal bureaucrats and do gooders into people that have lost all rational thought processes.
