Not Really A Shaggy Dog Story...

...indeed, far from being a tale where 'certain expectations...are simply not met', the sorry tale of 'tragic Jade Anderson' has all the hallmarks regular readers of my blog (and especially my posts on #dangerousdogs) will have come to expect.

The previous warnings about the animals, with the owners in no doubt just what their animals were capable of:
One local added: “Those dogs were always growling and barking in that tiny house. All the local kids were scared stiff of them.”
Oliver Carrick, 15, added: “They’re really mean dogs — they’re never let out of the garden and nobody goes in there.”
The dogs belonged to Kimberley’s mum Beverley. Both were in the house during the attack. Mrs Concannon is a breeder who sells Staffordshire bull terrier pups for up to £200 and has a Facebook page full of fierce-looking dogs.
She tells on her page how her favourite mastiff was so aggressive she had to have him castrated.
The amazing fact that someone can apparently afford to keep five large, powerful, expensive breeds in a tiny council house:
Police said officers were confronted by the aggressive dogs – two bull mastiffs and two Staffordshire bull terriers – when they responded to reports of an unconscious girl at a property on the Hagford Estate in Atherton, near Wigan, yesterday afternoon.
The total lack of control the owners had over these beasts, and their desire to save their own skin when it all goes pear-shaped:
Molly Brewer, 14, one of Jade’s fellow pupils at Fred Longworth High School in Tyldesley said she had spoken to Kimberley’s distraught sister Katrina.
She said: “Jade was eating a pie which she had in her hand. She moved the pie away and the dog went for her throat.
"Then two other dogs were on top of her and biting her legs. Katrina was crying and then went into the house.
She was another minor, it's true.  But the adult showed a similar lack of responsibility:
One local said: “We spoke to Kimberley’s twin sister Katrina who told us that after the attack her mum ran off.
“No one has seen her since. She is scared she’ll be attacked because the dogs killed Jade.”
The amazing vitality of these breeds when their blood is up (or the abysmal marksmanship of police 'marksmen', take your pick...):
“We believe the biggest dog took about nine bullets before it died.”
The classic phrase used about the victim or perpetrator:
A neighbour said: ‘It’s such a tragedy. Jade was a loveable rogue who liked a laugh and a joke. She was a lovely girl.’
The inevitable demands from MPs for 'something to be done' (that 'something' almost certainly collective punishment for owners who don't post a threat that will be ignored or not enforced on the underclass scum):
Speaking to The Independent last night, the Labour MP for Bolton West, Julie Hilling, said the attack should prompt moves to “strengthen the law” around dangerous dogs on social housing estates.
“There are real problems with dangerous dogs and we need to have stronger legislation to control these animals when they are in private property. This is a terrible tragedy and my thoughts are with the family.”
All we are missing is the inevitable chavshrine, and I'm sure that's well under way by the time the post goes up...

Nothing's going to change until somebody who is responsible for such dogs - and, by extension, the actions of such dogs - gets prosecuted and harshly punished (and I don't mean a suspended 2-year incarceration). If, for instance, Mrs Concannon were banged up for 15 years (ie a 30-year sentence) on the basis of both supplying and storing the equivalent of dangerous weapons and, possibly, as an accessory to manslaughter, maybe a genuine "lesson would be learned". As it is Mrs C will only suffer the loss of her dogs and . . er . . that's it.
I would add that the possibility of such prosecutions, let alone severe sentencing, is inconceivable. If Mrs C gets prosecuted for anything it'll be something to do with cruelty to the dogs rather than as an enabler of psychopathic chavism.

I thought there was a tenancy agreement with most people about the amount of animals you could have? Never mind, crap all round.

Just been reviewing the news. He's alright that David Miliband. He will change a lot of people's lives. He's a very bright bloke and done everything in the right way he has had to. He knows his path now.

Where to start?
A few people (including Mr Loophole Nick Freeman) have come out in defence of the Staffordshire Bull terrier breed, claiming their dogs are soft and friendly. No surprise because they are responsible owners.
More people saying that it is always Staffordshire Bull terrier that bite and poodles never do.
No surprise there because the chavs who want a dangerous dog as a status symbol would not choose a poodle. If they did, we would be reading of poodle attacks. And if anyone was to be bitten by a Standard Poodle they would know all about it.
The biggest loophole (flaw) in the dangerous dogs act is that it does not work in private, so a prosecution is unlikely. The previous 1871 Dogs Act does work in private but it only forces the dog to be muzzled or destroyed. It cannot punish the owner.
But 140 yrs ago,when the law was introduced and perhaps 20 yrs ago when the dangerous dogs act was introduced, there were less chavs.

What a disappointing (nay disgusting) series of comments.

If it was my blog I would block them. Ban them. I know this is a bit Stasi, rather Big Gov't, issuing bans hither and thither but you see if people can't behave then they get the gov't they deserve.

Where to begin? Let's name those without sin who feel they can cast stones:

Fidel never-had-his-leg-over-in-a-decade-or-more (and if he has, the object of his desires would probably be enough to make a pit-bull terrier flee in horror). What a nasty piece of work he is. Seems like he's known in the blogosphere for foul behaviour though, as evidenced by comments 10 and 11. Plus some comments in reply to him on another blog story of yours.

His mate Twenty Rothmans (how very highbrow) is little better. I wonder if they have 14 year old daughters? It's unlikely isn't it? And if they have ..... imagine what well-adjusted young women they will be.

John Pickworth: Credit that he at least uses what might be his real name. There the credit ends. A simple geography lesson for John. Atherton happens to be in the unfortunate position of being forced (in 1974 when its own rather decent urban district council was disbanded) to be part of Wigan MBC. It isn't however 'in Wigan' as such, merely dominated (and repeatedly run down) by the socialists who run the Council. Besides, the victim of this story only moved to the area last year, being previously a resident of Manchester. So there you see ........ unless you want to go on believing everything you read in 'The Sun'. Probably you do. It probably goes with the territory of laughing at a dead teenage girl because her last act was eating a pie. Though of course she didn't eat it - the dogs did, immediately before they tried to eat her. Hilarious isn't it? Good to hear he has cert's in wanking anyway. He can join his friend Fidel and they can circle-jerk together. Where else would they get their kicks anyway - apart from laughing at dead teenagers?

Priceless is his comment that attempts to justify his ghoulish humour by pointing out that many of the comments on FB et al are by people who don't know the victim. But I hardly think that John knows the victim either. That isn't going to stop him making comments of his own though eh? Of a somewhat different flavour to the condolences, faux or not. Well done John.

It's a good scene, this pro-British, Libertarian movement. Unfortunately you're going to get folk who prove the stereotypical view (often but not always unfounded) that the movement consists of such people who are still the same old heartless Tories and Daily Fail or Sun readers. This is one reason why the Conservatives and/or UKIP are always going to struggle. They see such people and then tar everyone in the party(s)with the same brush. Good work again boys.

Ah well, my rant must end. I have an appointemt in Hell to keep myself. Let's hope I'm there when these lot arrive, or at least I arrive soon after them. Did I mention I'm a blacksmith and have been promised a job there? Being good with flames and hot irons and such you see. Sithee soon boys!

Oh well, at least this isn't court and evidence, where you would obviously do the right thing and tell the whole truth.

I agree that the story presents an unflattering picture of modern life but I fail to see how laughing at the plight of the most unfortunate person featured in this story improves upon that. In fact (priceless irony again) the comments kind of prove your exact words. Chavs on a council estate or laughing at dead girls - take your pick - they're both modern British traits.

Who decides behaving? Really Julia? Common decency? Custom and culture? Don't mock the dead? You're pretending to be unaware of those things? You're beginning to sound ridiculous.

I read Al's article of course. He has a point but I'm sure you can see mine. I wouldn't go falsely eulogising on FB but I wouldn't log onto the internet to engage in mockery either. Both activities seem to be two sides of the same coin. Still, no crime has been committed and if it makes you happy......

Twenty fags is always 'intrigued'. Really that's just a complete lie. There's no furrowed brow and deep thought. He's likely just a bully of some sort.

Just because a person disagrees with a sentiment doesn't imply that person considers themself always right. You must know this. Once again, you prove by your words something else you would otherwise rail against. Don't you have a mirror at home?

Looks like Fidel and I could embark 'pon a merry old game. Alas I've probably not got the time he has to troll the internet looking for easy targets, such as dead teenage girls. Then again, it could provide some amusement for me for a while so I may make him a minor project for the near future. Where else does he hang out?

It's a bit sad though eh? Still, one must take one's fun where one can in an increasingly grey nation. And I do like deconstructing knob-heads. It's a civic duty almost, for the good of all of us.

Enough of the falling out.

Why has nobody, here or within the ranks of the police or any other authority, mentioned the obvious? I mean in regard to whether offences have been committed.

The owner (of the dogs) is plainly using those dogs for breeding purposes, with some regularity. She even advertises them on FB and is 'well known' in the area for dog-breeding. She won't be doing it for fun, rather for a handsome profit, likely to amount to thousands of ££s per annum.

She's on state benefits. She's almost certainly not registered with the IR as any kind of business and won't be declaring any income to them. She's running a business from a council property. She's likely in breach of various other regs relating to noise, nuisance and public health. I know we don't like a million regulations but come on now.

As far as I'm aware there is a prohibition by Wigan MBC against any of their tenants keeping more than two dogs. This may only apply to flats, not houses - which seems rather foolish. It is however Wigan after all.

Why isn't she being busted by the DSS (or whatever they're now called), the taxman and the council? It's the first thing I thought of rather than some Dangerous Dogs Act, which we know likely doesn't apply here.

I credit the Wigan team of Housing bureaucrats with having the battle half-won. Millions have bee invested in policy documents and handouts, covering every pet combination from Aardvarks to Zebu, in every tenancy from Allotments to Zenana. Think of the additional cost of enforcement at a time when they are cutting back to the toughest abdominal fat.

I have to be careful here.

In my opinion Wigan Council are corrupt. Criminally so. I have evidence, more than circumstancial, that would suggest they have been engaged in attempted and actual fraud. Theft in other words. On a vast scale too. They tried it on me but didn't bargain for tenacity and a 1970s mathematics O level. When I raised questions they dropped the matter like a hot spud and fled for the hills - or at least the Pier which is where lots of them hang out.

Having said that I admit I'm somewhat afraid of pursuing it further. Craven I know. They have vast resources though, compared to me and are liable to ruin me if I was unassisted. I could rely on the justice system and the word of good Englishmen. Hmmm. I did mention it to an aspiring Councillor and he agreed ... but wouldn't take it on.

Sorry for drifting off topic. Nobody else has replied to the points I raised in my last post. Maybe they haven't seen it. Maybe it's less interesting than that which they saw fit to comment upon. Maybe they're just weary of asking the precise same type of questions. I sympathise if so.

I've spent today forging some new tongs. Wolf-jaw tongs in fact. They look marvellously medieval. Particularly good I reckon for gripping Council officials.

I spend enough time day-dreaming however...

Small fry, never came to their attention: I know plenty of fry who have been bullied by the state. The smaller they are, the worse the bullying is often the case. And it means that they aren't doing their job, if people like this so easily slip under their radar. The woman is brazenly advertising the fact. Still, I have the terrible feeling you are correct.

Take it on and do something about it, purleeze. You probably have more time and resources than I. You have all the evidence you need. Do the decent thing, for all of us.

But seriously, are you really saying my comment was inappropriate because of some past local authority boundary change? That my Wigan joke doesn't work because, well, it wasn't actually properly Wigan? Maybe in future I should check the Electoral Register before commenting; request copies of birth certificates just in case the subject was born in Rutland, Middlesex, Atlantis, Middle Earth, Narnia or other places of yore?
