Can New Legislation Fix This?

I'm doubtful:
Thousands of horses and ponies face being abandoned or suffering from neglect as irresponsible breeding, spiralling bills, and rockbottom sale prices take their toll, according to six leading equine welfare organisations.
And guess what they want to help prevent this? That’s right!
The organisations are calling for legislation that will enable them to more quickly identify owners and punish them with fines and the seizure of animals for fly-grazing.
Hmmm, now, maybe it’s me, but surely all horses require a ‘Equine Passport’? Tattooing, etc? Shouldn't that be the thing that identifies owners?

Surely…the answer couldn't be that people aren't complying with it?

Right! I know what’ll fix this! More legislation!

Enforce the legislation we do have before that pen even hovers over yet another sheet of paper.

How hard can this be, really ?

Gosh I don't 'alf say that a lot. It's almost as if they enjoy the drama and work created by ...well...not actually doing any work. :/

And, of course, those amiable, friendly, as-you-likey, nomads (except when it suits them) will take such legislation into their hearts so they know it all word by word. Meanwhile, in the real world, they will take as much notice of this legislation as they of any other. Unless it is to their benefit, they'll ignore it and, what's worse, they'll continue to get away with it, as it's their culture, on my life! I suppose one way of dealing with this is to issue each traveller with a white stick and give each Police officer a tazer!

Or, for every new piece of legislation, you must abolish five old ones.

It's like fly tipping, only with horses; except you don't come back for dumped waste and move it somewhere else when the grass in its miserable circle of rope runs out...

Nice idea, but they'd have to clear it with the official Police Traveller Liaison first!
